Hugo moves fast; lack of maintenance just creates user headaches, and consequently, noise and headaches for maintainers. With a theme that has not been updated in a few months, the author's intent is unclear. With a theme that has been archived, the author's intent is very clear (i.e., I am not maintaining this anymore).
