There are a number of net tests that flake on the darwin-amd64-race builders (#32534, #32919, #22019).

The pattern of failures suggests that those tests might not be flaky on 10.14 or newer. We should upgrade the darwin-amd64-race builder to confirm whether the issue is resolved.
