Raspbian tensorflow install broken #1005

Recent versions of tensorflow (2.5.0, 2.6.0) aren't easily available for Raspbian which is a 32bit OS. Almost all tensorflow packages are now aarch64. Might be a good reason to move raspberry builds to ubuntu 64bit.
