google auth tests fail on arm64

I've disabled them (context: #851 (comment)) for arm64 for now, but they were failing for some reason.

The way they are implemented is kind of silly. We re-exec the test binary with special environment variables that drive its behavior. This seems to work on every architecture but arm, and I'm not sure why.
