This change makes it explicit that padded codes cannot be shortened. There is currently an issue #273 that is discussing this and may result in a change. |

The existing specification is buried in a document that explains the problem, describes plus codes and also provides the specification.
This pull request splits the specification out to make it easier to view the requirements, reduce confusion if there are differences between the document and the specification (the specification now wins), and simplify maintenance.
