based on conversation in googleapis/nodejs-storage#645, introduces support for `.readme-partials.yml -- I think this is quite valuable, in that it will give us more flexibility to gradually iterate on the structure of content on a repo by repo basis, while still automating the bits that can be automated, e.g., samples.
