While Grafana itself does not need an internet connection per se, the map panel currently does in order to reach out to the CartoDB tile servers. Also, while topological maps are suited well for displaying flat data from the virtual world, they often lack important features needed to display data from the real world.
Features
We see many applications for running this offline in environments which don't have a permanent internet connection like sensor network aggregation hubs within environmental monitoring scenarios or within vehicles like cars or on research and rescue ships.
Being able to use topographical and satellite maps would be valuable in order to display timeseries data with respect to the shape and features of land surfaces.
@svet-b already contributed an improvement to this through #11 here. However, after reviewing all the issues referenced above, we found his suggestion on grafana#24 (comment) most valuable:

The request for a way to configure the URL to the tile servers has been raised on the upstream Worldmap panel already through grafana#24, grafana#48, grafana#64, grafana#163, grafana#181, grafana#207 and grafana#255.
