Both promtail and loki don't compile on windows, while not having loki is okay in medium term, I think promtail support on windows should be high priority.

Currently this is because of a dependency on cortex: cortexproject/cortex#1336 but we should be able to make sure that promtail doesn't depend on windows specific stuff pretty easily.
