query-scheduler: Now proper support for querier_forget_delay #6174

What this PR does / why we need it:
Since now shuffle sharding is supported on the query-path in Loki,
it makes sense to enable this config.

Fixes #NA

Since now shuffle sharding is supported on the `query-path` in Loki,
it makes sense to enable this config.

Change in test coverage per package. Green indicates 0 or positive change, red indicates that test coverage for a package fell.
