noteworthy changes: * requires mtype, not target_type. this fixes "...has no target_type tag" errors * validation for metrics2.0
also switch m2.0 from medium to no validation, to allow old data for the time being.

this PR is so that we can have the latest statsdaemon send stats into MT (it uses a recent m2.0 spec which uses mtype instead of target_type).
old versions should also still work since validation for m2.0 is now disabled (note: for carbon plugin only. this does not affect metrics2.0 coming in through other means like kafka)
