Add metrics for bytes and objects written during compaction (#360)

* Add metric tempodb_compaction_objects_processed_total

* Add level label to tempodb_compaction_objects_processed_total metric

* Add metric tempodb_compaction_blocks_total

* Add tempodb_compaction_blocks_total and _objects_processed_total to operational dashboard

* Update changelog

* Add tempodb_compaction_bytes_written metric, update compaction_bytes/objects_written metrics when flushing for efficiency

* Update operational dashboard for bytes/objects written metrics, resize graphs

* Respect cluster and namespace variables in compactor panels

* Remove tempodb_compaction_duration_seconds metric
