[v15] Fixed access plugins tarballs containing the build directory #44301

Backport #44296 to branch/v15

changelog: Fixed Teleport access plugin tarballs containing a build directory, which was accidentally added upon v15.4.5 release.

I don't understand the changelog entry for v15 which mentions the issue appeared on v16. If this is the case, should we just drop the v15 changelog entry?

Ah sorry I missed that (backport bot added it). While technically correct, it should be replaced with the version of v15 that was released right after v16.0.0 (which is the marker for our first release of plugins via the Teleport repo).
