[v15] Fixed plugins using arm64 binaries in all container images #45618

Backport #43031 and #42001

Needs https://github.com/gravitational/teleport.e/pull/4893 prior to merge

After the e PR and this one merge, the plugin release process for master, v16, and v15 should all be the same, which will help prevent branch-specific issues in the future.

changelog: Fixed Teleport plugins images using the wrong entrypoint.
changelog: Added debug images for Teleport plugins.
