I'm seeing an error regard tlmgr not being found on Windows e.g. https://github.com/grimbough/biomaRt/actions/runs/4491884885/jobs/7901412099#step:9:163

Nothing has changed on our side, so what's going on?

For now I've fixed on TexLive 2023.2 which still works
