Had a good idea to reimplement LIDL Rapid-Fire
so here it is.

v3.2.3 - Minor fixes 2: Electric Boogaloo
Small issues crept up on v3.2.1 v3.2.2 so here's to a quick fix

because it's just useless now. It used to play a drumroll from the GUI, but since all audio has been moved to the game mod itself this is not working anymore. I have an idea on how to bring it back, but for now this is the better solution.

It's been a while and there have been effects added that never made it into the GUI. So let's fix that.
I still don't really have enough free time (or 100% interest) in picking this up on a daily basis again, but I'll try my best when I do.

Apparently the Intel Graphics Command Center uses port 9001 and thus the GUI wasn't able to start it's websocket server on there.

Breaking Changes:
- The mod uses a websocket client connection instead of making it's own server now.
This means the GUI now hosts the server. This makes Crowd Control support far easier and better. - Timed effects are now drawn on the left side of the screen and one-time effects on the right side.
- The config file can now be changed while the game is running and it will reload changes ingame.
If an error occurs it will give the user a popup with potentially even the line the error occured on. - The GUI now has Custom Effects split into separate categories. Sub-categories don't easily work with the current system so this was the next best thing:
