重命名 cmd/vmr/manager.go -> cmd/vmr/main.go
拆分 cmd/cmd.go 到 cmd/vmr/internal/cli 中

所有的子命令放在一起后期维护起来会很麻烦，所以打算按照子命令进行拆分，每个子命令是单独的目录，后续再修改或添加子命令的话会比较清晰
