This PR adds a new action
docker-publish.ymlthat will build (using the addedDockerfile) and publish an image of this tool to ghcr.io when a new tag is created.This will automate the generation of the base image used at wenmr.science.uu.nl/arctic3d, making it easier for us to keep everything in sync.
