Thanks :) But I'm not 100% sure that this fix won't break something somewhere else, so someone who knows the structure better should review it (e.g. compatibility with 0.17 and lower). |

I tried to start app with debug flag after updating to elm 0.18 but there was a missing flag in webpack dev configuration. This PR adds it
