Disables the NTSC comb filter 90 degree shift adjustment, since it doesn't seem to be needed anymore with the other recent TBC changes, and is causing color issues with (mostly 80's) disks that have burst out of phase with hsync.
First parts of Consider running a formatter and checker on python code #601, where I ran everything through 'black' and looked at a couple of the myriad flake8 violations. This added aparent LOC's, since it breaks up large expressions (and exposes their clunkyness) - I've dealt with some of the clunk in core.c, but there's still much left to do.
