Add field offset option to ld-chroma-encoder #778

This lets you start the encoder's output at an arbitrary point in the NTSC/PAL field sequence, which is useful if you're trying to match the encoding of an existing video. (I'm using it to calibrate Transform PAL.)

Also tidy up the help for the encoder to match the decoder - I'll need to update the wiki.

Previously, the first output frame would always be field 0 in the NTSC
or PAL colour sequence. However, if you're trying to match a video
that's previously been encoded (e.g. to compare with a recording of a
different encoder), it's more likely than not that you'll need to start
at a different point in the sequence.
Group together all the NTSC- and PAL-specific options.
