It'd be fantastic if Nomad supported CoreOS's rkt container engine in addition to Docker.

* structs quota {add, subtract, superset} use Networks[0].MBits

structs initialize empty NetworkResource

* structs only add network limit to the quota hash if set

* quota: Add starts with empty copy, initialize correctly

* quota: enforce network quota test

* structs_ent: nil check is unecessary

* structs: sethash nil check, less indentation in validate

* structs: add a comment about backwards compatibility
