Restrict Host filesystem access in Docker and Qemu #8261

This PR disables docker tasks ability to bind host volumes, as it poses a security risk.

Also, adds an allowlist for sources where qemu images can be loaded from. I'm personally fuzzy on this benefit but it's done under the umbrella of efforts that restrict task accesses to host filesystems.

I encourage reviewers to reading the docs components first.
