I've reviewed the diffs and the only bug fix appears to be mitchellh/mapstructure#206. This will make decoding some of our HCL a little more tolerant of bad inputs. For example, the following quota:

description = "more foo"
limit {
  region = "global"
  region_limit {
    memory     = ""
  }
}

will be interpreted to have memory = 0 instead of throwing a syntax error. Changelog will go in #11517
