Check if drain alloc node exists #4208

Ref #4207.

There seems to be some initialization state where on start, if an alloc is on a draining node that no longer exists, Nomad servers will panic. Checking if the node still exists here will allow Nomad servers to start up.

@djenriquez Your fix is totally right but I am going to close in favor of #4215 as it has some tests to ensure we don't regress.
