Recreate this PR to avoid merge conflict.

Description about this change

What I did here is using the method clusters.PossibleValuesForAzureSkuName() of the kusto API version 2022-07-07 to replace original list of allowed skus. After replacement, I also run go mod tidy && go mod vendor to update dependencies.

Fixing #18220 and several customer requirements though internal communication.

Testing evidence will be provided below.

The failed one is not due to the update. It has been failed for sometime on main branch. I plan to fix it on a seperate PR.
