azurerm_cognitive_deployment - includes version to Update function

Changes:

• add version to Update function
• include this feature in the update test
• fixes azurerm_cognitive_deployment tries to update version, but doesn't really do so #24516
• change template function to use OpenAI in default because golint error

@stephybun Currently cognitive deployment only supports OpenAI. So I have to choose one of OpenAI services. Does our test subscription has gpt-3.5-turbo access? If not, I could mark this test need to skip.
