kusto_cluster_resource - allowed_fqdns and allowed_ip_ranges properties can be empty list when update #27529

Description

For resource kusto_cluster_resource, allowed_fqdns and allowed_ip_ranges are optional properties that can receive a list as value. The resource can be created with allowed_fqdns and allowed_ip_ranges set as empty list, but when update, if these are declared, there will be an error.

This PR removes that error and allow empty list value for those when update.

Hi @katbyte, I have reran those tests and some were passing, there were still 2 tests failed but those were due to other reasons that are not related to the change of the current pr.
