add event_stream block to google_storage_transfer_job schema #16004

This PR adds the event_stream field to the google_storage_transfer_job resource. This can be found in the docs here

It's also referenced as part of a feature request here: #13293

* remove ForceNew

* add event_stream in update function

* Finish event_stream tests

* Update mmv1/third_party/terraform/services/storagetransfer/resource_storage_transfer_job_test.go
