This PR back-ports all GitHub Actions migration changes made in the main branch to the release/1.13.x branch.
To verify these changes, I ran
git diff origin/main -- .github/and made sure that any outstanding changes were not part of the migration activities. Specifically, there's a copyright header in the .github/ISSUE_TEMPLATE/config.yml file for the main branch that was not ported back. Also, the .github/workflows/test-link-rewrites.yml file no longer exists in the main branch but is still in the release/1.13.x branch.
