Closes #3466

This also:

  • Converts things to use errwrap for consistency
  • Adds additional logging during setup
  • Allows more configuration via envvars

I ran this all night alongside a script that randomly deleted the locks. It recovered in under 15s in all situations, with the average recovery being about 5s.
