Is your feature request related to a problem? Please describe.

Requesting a new plugin, or means to use docker-pull with aws-lambda.

Describe the solution you'd like

I'd like to use waypoint up with an existing ECR image that is built via an external pipeline.

This is specifically to be used with aws-lambda, which only supports images from private (and maybe even same-account) ECR repositories.
