Updates to action steps,trivy-pr-scan added and notes added to readme #326

We need to own our vulnerabilities, that said new scanner on each pr that will flag and fail if vulnerabilities of High or Critical nature are detected.

The report for these vulnerabilities will be sent to Github Security Dashboard to be viewed. Currently, the Trivy will fail should it find any vulnerabilities at all but in the future it will only fail if new vulnerabilities are introduced in a pr.

Additionally, I've done some housekeeping of the action steps updating to newest versions.
