In the version of the buildpack published to the buildpack registry (where additional env vars are set), LPXC attempts to connect to
east.logplex.io, which no longer resolves and so causes the buildpack to hang.This change disables LPXC regardless of what env vars are set. A future PR will remove LPXC entirely.
