feat: dynamic import server routes

Re-doing #278 from a clean slate.

todo

• revisit server css crawling
  • eagerly transform all route files (but not evaluate) to discover css deps
  • add failing test case
    • directly request http://localhost:5173/@id/__x00__virtual:dev-ssr-css.css?direct after server restart
• test it on chore: test next on vite next-app-router-playground#1
  • lazy load helps avoid broken fetch(new URL('./Inter-SemiBold.ttf', import.meta.url)) used in api/og/route.tsx
  • initial tailwind seems ok
  • no style when navigating to /styling/global-css after initial ssr
• check startup perf
