feat: nakamoto settings as the defaults #1590

epoch 3.0 height is 144 by default
only have 1 signer by default
slightly speeding up devnet boot time, seems ok like that
remove obsolete stacks node configs (the stacks-node now fails when config contains invalid keys)
create with in epoch 3.0 / clarity 3 by defaults
