Bump ZHA dependencies

Proposed change

Bump ZHA dependencies:

• bellows to 0.37.3
• zigpy-deconz to 0.22.2
• zigpy to 0.60.1
• zigpy-xbee to 0.20.1

Zigpy recently introduced a centralized watchdog feature that is having problems with ZHA startup. These library bumps attempt to address it to fix existing ZHA installations while we investigate further.
