Proposed change

Switch all uses of async_timeout to asyncio.timeout with py3.11+
see python/cpython#102780

Older versions of asyncio.timeout still have a problem so this might not be a good change yet.

Also the linked issue claims that asyncio_timeout does not have the issue. I think they mean async_timeout but I'm not sure there still isn't a missed race here.

Probably need to wait longer in the 3.11 cycle to do this
