maint: Update dynsampler-go to latest to fix bug (#746)

## Which problem is this PR solving?

- The dynsampler-go library was updated to fix a bug in the
EMAThroughput sampler. This bumps the dependency to pick up the fix.

- Update go.mod & run `go mod tidy`
