This partially addresses #152 and

  1. Many little fixes to spelling and grammar in existing docs
  2. Updates the README file to refer to the official documentation site
  3. Documents a rough release process
  4. Adds new script-based input documentation (which may be out of date...)
  5. Automatically updates version based on the META file

The documentation remains out of date with respect to the actual code, but merging this in gives us a better starting point for synchronizing the new parsers and mdtest into the docs.

Thanks. It's just not been a high priority so I haven't been making noise about it. Unless anyone objects, I'll merge it in now that John took a look.
