Update version of pib dataset and make it streamable

This PR:

• Updates version of pib dataset: from 0.0.0 to 1.3.0
• Makes the dataset streamable

Fix #3491.

It seems like there is still an error: Message: 'TarContainedFile' object has no attribute 'readable'

It works fine when I run it in streaming mode in my terminal:
