Report ProxyError when creating_model and Although there is already an offline weight

To Reproduce

import timm
timm.create_model('swinv2_tiny_window16_256.ms_in1k', pretrained=True)

Error

Desktop (please complete the following information):

• os: ubuntu 20.04.6
• timm 0.9.16

Additional context

Even if I download the weights offline（to ~/.cache/huggingface/hub/models--timm--swinv2_tiny_window16_256.ms_in1k）, I still encounter ProxyError

and I really can't ping huggingface.co

I need help :(

It's an HF hub api feature, but believe 'HF_HUB_OFFLINE=1` needs to be set in your environment to force it not to try checking the servers even when cached.
