How to add a new ProTip

They are stored as string in localization files, so they can be easily translated with translatewiki.net like any other text of the interface.

Create a merge request that contain a commit:

  1. Add in src/huggle_l10n/Localization/en.xml a new key <string name="tipN">, where N is the next tip number
