Motivation
In a project where we don't want to modify prost for empty packages, we need to implement SPIRE workload api which does not use a GRPC package.
Solution
This PR adds a
disable_package_emission
option totonic-build
that will not emit a prost-provided package on GRPC endpoints. This allows the protofile to include a package declaration to satisfy prost, and be protocol-compatible with a service expecting no package.
