What I believe is happening is readthedocs is running sphinx v7.1.2 and there is a known issue with sphinx > 7.0.0 and sphinx rtd theme (readthedocs/readthedocs.org#10279). Im hoping these updates will get the docs to work. |

Update for readthedocs to work.
Changes and notes
-updates readthedoc yml to use new version of python and pins ubuntu.
pins sphinx below 7.0
Testing
