Driver for new DIY Dew Controller - CheapoDC

CheapoDC - Simple, easy build Dew Controller. First release of an INDI driver for it.

• the controller uses weather service API calls to get local temperature, humidity and dew point to use in the controller output calculations.
• the INDI driver can use snoop of a mount to get coordinates and/or a focuser to get temperature probe readings.

NOTES:

• created a driver description on the indilib.org site but could not upload the HTML description or all the images.
