QAT20-23291: Add qzDecompressCrc64Ext function (#33)

Story: QAT20-23291
This PR adds the function prototypes for the decompression
counterparts to the qzCompressCrc fucntions.

These functions take a CRC value and compare it to the
CRC generated from the destination buffer after a
successful decompression.
