Addresses #6170
Raises book page navbar to more prominent position on the page. Changes order of navbar links. "Overview" link now jumps to the edition overview (instead of the work overview).
Moves click listener from ol.js to a dedicated navbar module. Adds new scroll listener which updates "selected" navbar item when appropriate.
