Don't write 9999 dates from MARC

Closes #2711

• Sanity checks reprint dates Sanity check publication date in MARC 008 field #2711
• Does not write "not yet known" 9999 dates from MARC 008 to OL records
• Uses 260$c date as a fallback when the value from 008 isn't good enough

Also

• Fixes a bug where the feature to download a raw single source MARC from a archive.org bulk MARC record was broken:
