Updated the CLI dependencies.
The code changes are for
@ionic/utils-subprocess(see fix: use native ES2022 error cause ionic-cli#5010)--jsonparam that had a TODO for removing it for several yearsThe packages that weren't updated is because they updated to ESM and break the build and we can't use them until the ionic utils packages get updated for supporting ESM.
