Given the recommended approach is to reference ionic.bundle.js it makes sense it is part of the main files list.

Also simplifies the usage of https://github.com/blittle/bower-installer

Wrong. See the comment in https://github.com/driftyco/ionic/blob/master/release/js/ionic.bundle.js

 * ionic.bundle.js is a concatenation of:
 * ionic.js, angular.js, angular-animate.js,
 * angular-sanitize.js, angular-ui-router.js,
 * and ionic-angular.js
